The Fatal Shooting of a US Citizen by an ICE Officer in Minneapolis

The recent fatal shooting of a U.S. citizen by an Immigration and Customs Enforcement (ICE) officer in Minneapolis could escalate tensions in President Donald Trump’s immigration enforcement efforts across American cities. Renee Nicole Good, 37, was shot while seated in the driver’s seat of her car.

The Department of Homeland Security described her as a “rioter” who was obstructing and attempting to use her vehicle against officers enforcing immigration laws.

Three videos taken of the scene and reviewed by CNN, however, reveal additional context. Good’s killing has sparked outrage among state and local officials, who expressed concerns about the violent incident coinciding with the increased federal presence in the Twin Cities.

Reactions from Officials

At a press conference following the shooting, Minnesota Governor Tim Walz stated he had been “warning for weeks” that ICE operations in his state posed a “threat to public safety.” Minneapolis Mayor Jacob Frey, meanwhile, directly criticized ICE, telling them to “get the f**k out” of his city.

Background of the Operation

The immigration-enforcement operation in Minneapolis was partly triggered by a viral video from a conservative content creator detailing alleged fraud at Minneapolis daycare centers. This came as Trump had been actively criticizing Somali Americans over months, referring to them as “garbage” in xenophobic rhetoric. Minneapolis hosts the largest Somali diaspora in the U.S.

Operation Metro Surge

The Department of Homeland Security, which oversees ICE, deployed up to 2,000 immigration-enforcement officers to Minneapolis by January as part of an operation named “Operation Metro Surge.” The agency labeled the surge as the “largest DHS operation ever” and claimed it had led to the arrests of numerous immigrants. “We’re not leaving until the problem is solved,” the agency posted on social media before the shooting.

The Minneapolis surge followed similar operations in other major cities, mostly led by Democratic administrations, including Chicago, Los Angeles, Portland, and Washington, D.C.

DHS Claims and Controversy

Homeland Security Secretary Kristi Noem addressed the shooting at a news conference on Friday, stating she is “not opposed to sending more” immigration authorities to Minneapolis. At least three videos captured Good’s shooting or its immediate aftermath. One video shows Good in her maroon Honda Pilot, parked perpendicular in the middle of the street, as unmarked law enforcement vehicles approach her car.

Two officers exit their truck and approach the driver’s side. “Get out of the car,” the officers command.
